Since 2001, the principal, employees and partners of DLS have provided consulting and technical expertise to affordable housing providers under the banner of DLS Consulting, LLC or through other ventures.  

DLS has unique and varied experience working directly with for-profits, not-for-profits and large and small public housing authorities (PHAs), in particular PHAs that have created not-for-profit entities to generate revenue through self and/or co-development and other business ventures.  We have been instrumental in reducing costs, identifying, and maximizing non-federal revenue streams and obtaining financing for real estate projects.  Because of this experience, we have also been able to assist our private partners in the affordable housing industry expand their own knowledge and to change their perspective, especially when working with PHAs. 

DLS has success in delivering a wide variety of services, such as Strategic Planning, Financial Management, Asset Management, Information Technology, Procurement, Real Estate Development and Financing that includes work with Choice Neighborhood Initiative Grants and RAD.  DLS is well versed in providing professional services through our current and past work in not-for-profits (FRP), government –(DCPS School Bus Program) and some of the nation’s largest housing authorities, including the District of Columbia, Elm City Communities, El Paso, Kansas City, Newark, and New Orleans, along with smaller housing authorities, such as the Jackson Housing Commission and Homes For Good.
