Experienced with managing large scale residential development and transformation, DLS has extensive knowledge redeveloping housing sites into mixed-income, mixed-tenured, and mixed-use developments. Leading teams and managing staff to get the job done in the most effective and efficient manner is the path we take to get the job completed because results matter to us. Nationally, DLS has worked on a number of HOPE VI redevelopments and a diverse development pipeline. These developments include projects from mixed finance to operating-subsidy only, Low Income Housing Tax Credit transactions and Rental Assistance Demonstration (RAD) conversions. DLS has the experience and network of affordable housing professionals to complete the task.

Over the last few years, HUD has provided Public Housing Authorities with the flexibility to forge their own path and determine their own way of operating for the future. There are several tools which PHA’s may use to improve their portfolio of housing stock to serve their current and future clientele and improve their own bottom line. DLS has theexperience to assist with helping your organization and resident leadership make those decisions. When initial decisions are made then DLS can assist with implementing the plan and working to draft solicitations and other documentation required in order to complete due diligence and submit federal and/or local applications; work with staff to plan rehabilitation or a newly constructed community and then support staff to engage the community and participate in the creation and design of housing, supportive services and economic equality in the development process. DLS can provide the required assistance to bring theplanners, architects, engineers, local service providers and stakeholders to the table to create the neighborhood support and advisory committee(s) needed to educate the community with hopes of lifting residents up and eventually transforming the overall community with clear goals and parameters with a plan to implement and achieve those goals. We can review Notices of Funding Availability, loan proposals, investment proposals and other development funding tools to put forth a financing plan as well to review development and financial proposals.
